General Parking Regulations

General Rules

Note: Rules 2 through 8 are enforced 24 hours, 7 days a week.

  1. When you purchase your permit for a specific lot, you are to park your vehicle in that specific lot unless notified otherwise. Meaning if you purchase a lot 21 permit you should park in lot 21. However, any vehicle may park in any designated commuter or faculty/staff lot from 4:00 p.m. to 7:30 a.m. unless otherwise noted. Individual reserved parking spaces like ADA (disabled-handicapped), Dean, VP, Service & Delivery.
  2. The parking lot for the Henderson Library is reserved for Faculty/Staff between 7:30 a.m. – 5:30 p.m.
  3. Parking on all campus streets shall be to the right with the flow of traffic, except for motorcycles and all other two-wheeled motor vehicles in which these vehicles should park in marked areas designated for two-wheeled motor vehicles and in hatched areas of the parking lot except for handicapped spaces.
  4. Stopping, standing or parking in prohibited zones will be fined and/or towed at the owner’s expense. These areas include:
    • Medians and/or curbs
    • Driveways
    • Crosshatched safety zones
    • Disabled parking spaces
    • Walkways
    • Bike lanes
    • Service and delivery zones
    • Entranceways
    • Grassy areas
    • Athletic fields

  6. Parking automobiles or trucks in spaces designated for “motorcycles only” is prohibited and parking motorcycles or other two-wheeled vehicles in spaces not designated for motorcycles is prohibited.
  7. Permission to park in areas designated as “Reserved Parking” must be authorized by the Parking and Transportation Office.
  8. Do not park in front of trash cans or dumpsters. Vehicles parked in this manner are subject to fines and/or towing at the owner’s expense.
  9. Residential Parking Permits are required at all times in residence hall parking lots. Residence hall lots are enforced 24/7.

Disabled Vehicles

If your vehicle becomes disabled and cannot be moved, call the Parking & Transportation Office at 912-478-7275 immediately. We will add your vehicle to the Disabled Vehicle Log and you will be given 24 hours to have it moved. On weekends and after 5 p.m., call Public Safety at 912-478-5234.

Violations

Please refer to Disciplinary Actions when issued any violation.

Permit Violations

  • 1.4: Multiple permit vehicles parking concurrently on campus: $30
  • 1.5: No current/valid permit: $35
  • 1.8: Knowingly falsifying information on parking permit application (second offense lead to the loss of parking privileges): $50

Parking Violations

  • 2.1: Parking in no parking zones as marked by signage or pavement markings: $30
  • 2.2: Backed in or pulled through a space, or parked against flow of traffic lane adjacent to space: $25 (First Citation is a $0 warning)
  • 2.3: Parking overtime in area where time limit is posted during restricted hours: $20
  • 2.4: Not parked within a marked space (unmarked areas in a lot, on grass, etc.): $30
  • 2.5: Blocking or obstructing traffic, street, dumpster, sidewalk, fire hydrant, building entrance or exit or another vehicle: $30
  • 2.6: Parking in unauthorized area or outside permit location: $30
  • 2.8: Unauthorized parking in disabled space: $50, then $100
  • 2.9: Parking over the line / encroaching of the next space: $10
  • 3.0: Unauthorized parking in a reserved space: $30
  • 3.1: Stopping, standing or parking where prohibited: $30
  • 3.5: Parking in a Fire Line: $50

Note: Also subject to be towed at owner’s expense.

Property Violations

  • 3.3: Tampering with an immobilization device: $50

Disciplinary Action

  • Persons apprehended for operation of vehicle while under the influence of alcohol or other mind-altering drugs will be prosecuted in State Court and turned over to the Judicial Affairs Office.
  • Persons with 3 or more tickets will be booted, no matter where you’re located on campus.
  • Speeding and/or reckless driving charges may be turned over to the local authorities and/or the Judicial Affairs office.
  • All fines not paid within the specified time become financial obligations to the university. Staff members and students must pay all fines before they can purchase future permits or receive transcripts.
  • Students or staff who persist in violating these regulations or a violation with aggravated circumstances, will be referred to the appropriate office which could lead to revocation of parking privileges or suspension or dismissal from the university.
  • Persons displaying abusive language, discourtesy or disrespect toward University Police, city or state officers, or Parking employees may be turned over to the local authorities and/or to the Judicial Affairs office.

Lot Enforcement

  • University parking citations must be appealed online within seven (7) days.
  • State and county citations will be answered as indicated on the citation.
  • Unregistered, improperly registered, unidentifiable, or illegally parked vehicles may be towed away, impounded, or immobilized at the owner’s expense. If a wrecker has been called to tow a vehicle and the owner returns to the vehicle during the process of towing, they must settle with the wrecker service at that time or the vehicle will be impounded.
  • Information regarding impounded vehicles may be obtained at the Parking and Transportation office or after hours with the University Police.
  • Impounded vehicles will only be released upon proper authorization of Parking and Transportation or the University Police.
  • Immobilization: Any vehicle found parked at any time on campus against which there are three (3) or more outstanding or otherwise unsettled parking violation citations, for which no appeal has been submitted within the requisite time period, may, under the authority of the Director of Parking & Transportation, be immobilized in such a manner as to prevent its operation. The owner of such immobilized vehicle, or other duly authorized people, may repossess or secure the release of the vehicle upon satisfaction of all outstanding citations and payment of an immobilization fee of $50. Immobilization fees do not qualify for early payment discounts. Tampering with an immobilization device will result in additional fines and possible referral to Judicial Affairs and/or criminal prosecution.

Vehicle Operation & Restrictions

Operation

In addition to the following rules, all State of Georgia uniform rules of the road apply to vehicles operated on campus and will be enforced by University Police.

  1. All persons operating a vehicle on university property shall be properly licensed operators.
  2. Pedestrians have the right-of-way on campus, except where traffic is regulated by traffic signals or police officers. Extreme caution must be exercised at all times while driving on campus.
  3. Under normal conditions, the maximum speed limit on campus streets is 25 M.P.H., except where posted otherwise. The maximum speed limit in parking lots is 10 M.P.H. However, vehicles may not be operated at any speed which is excessive for the conditions which may exist as a result of weather, traffic congestion, pedestrians, etc.
  4. Traffic control signs, devices, and directions of police officers shall be obeyed at all times.
  5. All persons operating vehicles are responsible for maintaining vehicle control, safe operation, and observing traffic control signs, barriers, and devices.
  6. Operating a motor vehicle in any area other than a street or roadway intended for motor vehicles is prohibited.
  7. ID cards shall be presented when requested by Campus Police or Parking Officials.
  8. All accidents occurring on campus shall be reported at the University Police Department immediately and before the vehicle is moved, unless such vehicle would impede emergency vehicles.
  9. “U” Turns are prohibited unless otherwise indicated.

Restrictions

  1. Campus streets or grounds may not be used by any firm or corporation or persons for commercial or advertising purposes without proper authorization.
  2. Excessive noise by musical instruments, stereos, loud speakers, faulty mufflers, or muffler cutouts is prohibited on campus.

Rules & Regulations Establishment

Establishment

These regulations are established by Georgia Southern University which holds ultimate authority for administering and enforcing traffic and parking regulations on the Georgia Southern University campus. The University reserves authority to make changes as needed in parking areas, traffic flow patterns and such other changes as traffic conditions warrant. Prior notification of such changes (except on an emergency basis) will be made to the University community.

The regulations shall be in effect in all areas of the Georgia Southern University campus and in off-campus areas owned or leased by the University. They are intended only to supplement the State of Georgia Motor Vehicle Laws, all provisions of which apply to this campus. “Motor vehicle” includes every vehicle that is self-propelled.
*No personal golf carts or UTVs are allowed on campus.

The purpose of these regulations is to facilitate the safe and orderly conduct of University business and to provide parking facilities in support of this function within the limits of available space. If you have any problems or questions concerning these parking regulations, please contact Parking and Transportation, which is open from 8 a.m. to 5:00 p.m. Monday through Friday excluding holidays.

Students are required to observe these regulations as a condition of attendance at the University; faculty and staff members are required to observe them as a condition of employment.

Parking and Transportation is responsible for the implementation and enforcement of the University’s parking regulations, as well as the placement and maintenance of parking and traffic control devices.

A Parking and Transportation Committee representative of students, faculty, and staff shall be appointed each year. This ten-member ad hoc committee shall be composed of two faculty members appointed by the Faculty Senate, two staff members appointed by the Personnel Committee, four students appointed by the Student Government Association, and two at-large members appointed by the Director of Parking and Transportation.

This Committee shall solicit and study proposals for changes and improvements and shall consider problems of a significant nature affecting the success of the Parking and Transportation program. The committee shall advise the Director of Parking and Transportation on all substantive operational procedures. This committee is also responsible for hearing appeals arising from parking citations and other actions of Parking and Transportation.

The University shall have no responsibility for loss or damage to any vehicle or its contents while operated or parked on the Georgia Southern University campus.
